Summary: Introduction: Venous ulcers are a serious health issue, considering its high prevalence among the world population, its long treatment, with high relapse rates, and causing incapacitation, suffering, financial expenditure, and harm to the quality of life of the people who suffer from them. To organize the Nursing assistance through the Nursing Process for this healthcare priority implies an improvement in the quality of the care offered. Objectives: To elaborate the Terminological Subset of the International Classification for Nursing Practice (ICNP®) for the care to the person with venous ulcer, guided by the theory of the Basic Human Needs of Wanda Aguiar Horta. To build up Nursing diagnostic statements, results and interventions of ICNP® for the care to the person with venous ulcer guided by the theory of the Basic Human Needs of Wanda Aguiar Horta. To validate the statements of diagnostics, results and interventions proposed for the care of the person with venous ulcer. To structure the Terminological Subset ICNP® for the care to the person with venous ulcer, guided by the theory of the Basic Human Needs of Wanda Aguiar Horta. Methodology: We carried out a methodological research through the following steps. 1) To identify and validate the empirical evidence related to venous ulcers described in literature, through an integrative revision of the literature with a search of the databases. 2) To map the evidence with the terms of ICNP®. 3) To elaborate the statements of Nursing Diagnostics, Results and Interventions and the construction of Operational Definitions. 4) To validate the content of the statements of Nursing Diagnosis, Results and Interventions built through a consensus of judges. 5) The organization and structure of the Subset ICNP® for the care of the person with venous ulcer. Result: 86 Nursing diagnoses and 308 results validated by the group of Judge Nurses. Product: A terminological Subset of ICNP® for the care of the person with venous ulcer. Conclusion: The ICNP® was evidenced as a compatible taxonomy applied to the Nurse clinic, with a potencial for the process of work organization. There is the prospect of a partnership for inclusion in a nursing undergraduate course at the Universidade Federal of Espírito Santo, as well as incorporation into the Electronic Health Record for the use of the Primary Health Care Nurses in Vitória.
